Western Region Rules and Procedures

Section 1 – Regional Skirmishes

    1. 1.1Definition of Skirmish 

The target competition sponsored and conducted by the Western Region shall be called a Regional Skirmish. The governing rules shall be those of the North-South Skirmish Association, Inc. (Reference: N-SSA By-laws Article VIII, Section 1.)

 

    1. 1.2Host Teams 

Regional Skirmishes shall be sponsored by member organ s of the Western Region. Host units may not compete but may provide individual shooters as necessary to fill out musket and carbine companies of competing teams once all other extra shooters have been placed in a competing company. Only members of the Association may participate.

 

      1. 1.2.1Request to Host Regional Skirmish 

Requests for Regional Skirmishes must be forwarded to the Regional Commander on the proper application form for approval.

 

      1. 1.2.2Skirmish Director 

The host organization(s) shall select a Skirmish Director from its members. He will organize and co nduct the skirmish, appointing such individuals from his unit or co-host unit(s) to his staff as he deems necessary and appropriate.

 

      1. 1.2.3Skirmish Notice 

Host teams shall provide written notification of the skirmish location, events, schedule and fees to all Western Region organizations at least six (6) weeks prior to the skirmish date. Requests for advance payment of company match fees may be made as part of this notification at the option of the host organization(s)

 

      1. 1.2.4Members Only Notice 

At all Regional Skirmishes a notice is to be posted at the entrance to the firing line and the place of registration for individuals: "N-SSA Members Only." N-SSA membership cards (or equivalent approved by the Regional Commander) shall be prominently displayed on the person of all competitors in accordance with N-SSA rules.

 

    1. 1.3Votes Pertaining to Skirmishes 

Each official and registered eight-person company shall have one (1) vote in matters pertinent at Regional Skirmishes when the Skirmish Director shall put questions to a vote.

 

    1. 1.4Obligatory Skirmishes 

The Region may conduct annually one (1) obligatory skirmish for the purpos e of generating revenue for the Regional treasury. Such a skirmish shall be proposed by the Regional Commander, who shall also propose a time and place and assign a host unit on a rotational basis, based on N-SSA seniority numbers. If the Team Commanders vote to accept the proposal, it shall become the obligation of the named host unit to conduct the skirmish. The Region will finance skirmish costs and proceeds will be returned to the Region Treasury.

 

    1. 1.5Uniforms 

All participants and host organizations members shall be required to wear N-SSA approved uniforms at all times on the firing line, including individual competitions.

 

    1. 1.6Awards 

The nature and number of awards shall be left to the discretion of the host organization(s) at regional skirmishes, provided the schedule and description of proposed awards is approved by the Regional Commander as being appropriate to the anticipated level of participation at the skirmish and providing that the number and nature of awards is described in the written notification of the skirmish (Section 1.2.3). Awards for the top three (3) places shall be regarded as the norm for all individual and company competitions at regional skirmishes. The Regional Commander shall establish the nature and number of awards for Obligatory Skirmishes.

 

 

 

Section II

Classifications

 

2.0 Team Classifications

 

2.1 Classified Shoots

A host organization may at its discretion conduct a classified competition with the approval of the Regional Commander. Any or all company and individual events may be classified for a regional or obligatory skirmish, with appropriate awards for winners in each class. Where a classified shoot is run, classifications shall be based strictly on current N-SSA national classification standings. No separate regional classification criteria shall be permitted. It shall be the responsibility of the host organization to obtain current team and /or individual classification standings from the National secretary if a classified shoot is proposed.  

 

 

Section III

Annual Awards

 

 

 

3.0 Eligibility

Only members in good standing in the Western Region a re eligible to compete for annual Regional Championships.

3.1 Qualifying Skirmishes

At the time the annual skirmish schedule is announced, not less than two(2) nor more than four(4) Western Regional Skirmishes shall be designated as Championship Shoots by the Regional Commander. These designated shoots shall be those which are most centrally located and most accessible to the entire membership of the Region. Once established, no change to the Championship Shoot schedule shall be made except under circumstances where a shoot must be canceled entirely, in which case the Regional Commander may designate a replacement shoot if required to make the minimum two(2) shoots.

 

3.2 Musket and Carbine team Championships

Championship awards in the form of Ribbons for the winning unit’s colors shall be awarded to the first and second place musket and carbine teams at ce remonies following the close of the final Western Region skirmish each year. These unit awards may be accompanied by such traveling trophies as may hereafter be established, in accordance with rules to be adopted for award of such traveling trophies.

 

3.2.1 Scoring

Scoring will be based on the total elapsed time of each qualifying organization for the year’s designated Championship Skirmishes.

 

3.2.2 Host Teams

Host teams will be given the lowest elapsed time of the Western Region teams organizations participating in their skirmish for each event.

 

3.2.3 Team Absence

An organization not competing in a Championship Skirmish (other than the host unit) will be awarded the highest elapsed time for Western Region teams competing in that event plus a penalty of 1000 seconds.

 

3.3 Statistical Officer

A Statistical Officer will be appointed by the Regional Commander for the purpose of compiling official scores for the Regional Championship Skirmishes. The Statistical Officer will publish the official times and standings after each Regional Skirmish.

The Statistical Officer will determine the final Standings for the musket and carbine championships at the end of the last Regional Skirmish for that year and present the results to the Regional Commander prior to the closing awards ceremony for that skirmish.

 

3.4 Disputes

The Regional Commander shall resolve any disputes arising in regard to determination of Championship scores or standings.
